I would appreciate your comments on the following in terms of suitability for the races , as well as acceptability within the rules
Going through the rules:

Chassis : My preference is F103GT - there are two options Tamiya 58376 or 58367 - I think the choice may become more obvious from following questions

Motor :
540 size - no problem
I would like to go for brushless, is that a good idea for these races and is that allowed and if so how many turns ; I am a bit puzzled by the rule talking about 13T and 17T

Battery : Any I understand. Do most people use Lipo or is NiMh fairly common at the races

Tyres - I understand that the above kits come with 25.4mm ( from description : Tires: 2.5" (65mm) diameter 1" (25.4mm) wide slicks w/ foam inserts )
Are these tyres suitable , and if not what would I be looking for that is legal and best suitable ?
I am also puzzled by the comment about 35 in the tyre rules...
I also see that the F1 body is allowed wider tyres - is there a reason for that ? Are wider tyres better for grip ?

Body / openings / tuning - I think no problem

Gears : kit comes with 14 tooth pinion gear, 70 tooth spur gear - I understand this is not acceptable, so I will need to replace. Any thoughts on best setup ? Is the 98/25 mentioned in rules the average ?

I will start with this: Do you want to ride F1 category or GT?

based on the link I was given ( page 2 I think ) it seemed together - Le Mans series at Celakovice

I am not fixed on this location if there are others ofcourse

But if I had to chose between F1 and GT , without knowing anything else , I would say GT simply because I prefer the car looks

For GT, jsou must buy foam tires, front 26mm wide and back 30mm wide.

Motor, if you want to go with brushless and 6cell NI-MH or LI-pol, buy 17turn brushless motor,I think you can buy 17,5turn.

If you want to run Li-pol, buy some with max voltage 7,4V. But I don't know if you can put Li-pol to F103Gt, if there is place for it.

Gears: I have forgotten what I runned on my F103Gt, but 98/25 is too heavy and brushless motor would die with it.

There seems to be a lot more TT-01 Tamiya chassis available than F103

Do the clubs here in CZ run TT-01 races too ? In the Celakovice club , I could only find the open class which anything goes as far as I can see. Not sure about active cup ?

Don't buy TT-01. F103GT is better chasis than TT. TT is chassis for beginners
